Suggestion on Optimizing Travel Times Without Breaking Current "Game Rules"

So how would you balance mission payouts to these far away locations if you can do it 5 minutes with an in-system jump, while flying there would take 30 minutes?
 
I'd first evaluate how the in-system hyper jump to a secondary star whilst keeping mission rewards as-would affect the BGS... then we players/developers would have a better understanding of the real impact of the change.
